We have several shrubs and trees which were installed by landscapers last fall prior to first frost and there was no reason to apply starter fertilizer because the growing season was ending. We cannot dig them up in order to mix the Dr Earth Root Zone Starter Fertilizer with soil, so can I dissolve it in water and then apply? If so, what is the dilution rate?

You could make a tea out of the Starter Fertilizer if you would like, or you could sprinkle the dry product on the soil surface, lightly scratch it in, then water thoroughly. This would be my preferred application.
